On July 31, 2025, President Trump issued a new Executive Order further modifying reciprocal tariff rates, intensifying the administration's push to correct what it deems unfair trade practices contributing to persistent U.S. goods trade deficits.

This action follows Executive Order 14257 from April 2025 and reflects new intelligence on the lack of reciprocity in trade, ongoing negotiations, and national security concerns. Under the authority of the International Emergency Economic Powers Act and related statutes, the President is enforcing new ad valorem duties on imports from various trading partners.

Key Highlights

  • Adjusted Tariffs for Over 80 Countries: Countries like India (25%), Indonesia (19%), and Syria (41%) face steep new tariffs. A full list and rate structure is detailed in Annex I.

  • EU-Specific Structure: For goods from the European Union:

    • Items with existing tariff rates under 15% will be increased to a combined 15% total rate.

    • Items above 15% remain unchanged.

  • Transshipment Crackdown: Goods determined to be rerouted to evade tariffs will now face a punitive 40% tariff, along with additional penalties.

  • Transition Period: The new rates take effect 7 days from the order’s date, with certain in-transit goods exempted until October 5, 2025.

Takeaways for Sellers

Sellers importing goods from countries like India, Vietnam, Indonesia, and the EU may face higher costs due to newly raised tariffs, with some rates jumping to as high as 40% in transshipment cases. This could impact pricing, margins, and delivery timelines, especially for products sourced from Asia, the Middle East, and parts of Europe. Now is a critical time to review your sourcing strategy, communicate with suppliers, and explore tariff-friendly alternatives or adjust pricing accordingly.
